02 // Sectors

Frontier sectors. Enter, or scale.

Once we have a clear picture of a place — its assets, technology, innovation and workforce — we identify the founders, start-ups and scale-ups to work with. Then we take that picture to buyers who can pull a supply chain: the industry leaders already in our network, and the ones we still need to open. The aim is to build the market around the place, not to send the place looking for a market.

Most economic development organisations have a view on the next industry. Few have the means to grow one.

Enter a frontier sector, or scale the one you have.

Space

Space

Launch takes the photograph. The position sits in what the place already makes: components, structures, ground systems, data, manufacturing that happens to fly. Enter from that adjacent base. Scale when the firms are already there and the region has not yet turned them into a real space position. A pad is not a strategy.

Defence

Defence

The work is the industrial base: dual-use suppliers, test, skills that outlast a grant, a public counterpart who knows the difference between a contract and a showcase. Enter when the capability exists under another name. Scale when the base is real and still living on announcements.

Papers are not an ecosystem. Formulation, devices, sterile manufacturing, cold chain, a hospital or research system a company can actually use — that is a position. BioSpace sits here when space and biology meet. Enter from research that has not yet become an industry. Scale when the firms will leave unless the place can hold them.

AI

AI

An “AI region” with no home sector is a breakfast circuit. The useful work lives inside something else: a factory, a hospital system, a defence firm, a space-data stack. We only work AI as capability a place already has a right to claim.

Quantum

Quantum

Early, expensive, easy to over-claim. Enter only with a niche a serious programme would recognise — sensing, timing, secure communications, compute someone will actually procure. Scale only what is already true. A quantum lab is not an ecosystem.

What we look for

  • Something a buyer would recognise even under another name.
  • A handful of firms, or a research position that could become one.
  • A workforce that can be pointed at the work.
  • A public counterpart who owns the sector.
  • Honesty about enter versus scale.
