The BioSpace decade

Life sciences and space are converging. For economic development organisations the prize is not the science. It is companies, customers and the places that can hold them.

The twentieth century taught cities to treat space and biology as separate ministries. One built rockets. The other built hospitals. Both produced papers. Neither, for a long time, produced much that a region could put on a jobs return.

That division is ending. Not because a conference said so. Because the work is moving: manufacturing that cannot be done well in gravity; therapeutics and diagnostics that treat the body as a system under stress; materials and bioprocesses that happen to be useful on orbit and, more lucratively, in a factory on Earth. Call it BioSpace if you must. The name is less important than the fact that capital has noticed.

Economic development organisations have two ways to be late. The first is to wait for a national space agency to declare an ecosystem. The second is to wallpaper the city with “life sciences” and hope a venture fund takes the hint. Both have been tried. Both produce strategies. Few produce payrolls.

What has actually changed

Three things, none of them slogans.

First, the customer is no longer only a government launch programme. Pharma companies are looking at microgravity and closed-loop biology the way they once looked at monoclonal antibodies: expensive, awkward, and possibly decisive. They do not need a region to be Houston. They need a region that can host a company through a trial, a process, a partnership and, eventually, a site.

Second, the science is no longer a single trick. Earth observation for agriculture and epidemiology, bioproduction, radiation biology, regenerative medicine, novel materials — the list is long enough to be useless as a strategy and short enough that a serious agency can pick two. Picking none is also a strategy. It is called drift.

Third, the places that win will not be the places with the most astronauts. They will be the places that already have a life-sciences base, a manufacturing habit, and the nerve to attach both to a space story without lying about either. Adjacent industry is the whole game. A region with formulation, sterile manufacturing, devices or cold chain and no “space brand” is closer than a region with a planetarium and a taskforce.

Enter, or scale

Some regions are arriving. They have universities, a hospital network, perhaps a defence or aerospace supplier, and a political wish to be in the room. For them the work is to decide what is real. A BioSpace strategy that lists every lab in the county is a directory. A strategy that names the ten firms an investor would actually underwrite is a plan.

Some regions are already there and have not noticed. They have companies selling into health, food or materials that could sell into space-adjacent demand — or the reverse. The failure mode is familiar: the research is good, the spin-out is premature, the customer is in another country, and the jobs leave with it. Scaling is not more seminars. It is commercialisation of the companies already on the books, and a location answer when one of them needs a facility.

In both cases the measure is the same. Skilled jobs created. Capital invested. If a programme cannot point to either, it is a festival.

What an agency is buying

Not a mission. Not a cohort for its own sake. Not a slide that says “convergence.”

It is buying a view of the ecosystem that an investor would recognise: firms, research, capital, talent, sites, gaps. It is buying demand that is specific — the half-dozen pharma and space buyers who might actually write a cheque or a contract. And it is buying someone who will stay with the companies until there is a customer, a round, or a site. Europe and America are different location problems. Pretending otherwise is how projects die in the handover.

Sovereign language will creep in. It should. Health security, on-orbit infrastructure and the industrial base underneath both are now political facts. They are not a substitute for a company that can sell. Nations write white papers. Regions keep the payroll.

The decade

The BioSpace decade will not be won by the city that announces first. It will be won by the city that treats life sciences and space as one economic problem and refuses to confuse activity with outcomes. The science will continue without you. The companies will locate with someone. The only open question is whether that someone is you.
