From enabler to builder
The consultancy model rewards activity. The builder model rewards outcomes. The difference decides whether a region's growth compounds — or evaporates.
Most economic development is bought by the meeting, the report and the mission. Activity is easy to invoice and comforting to commission. It is also, too often, where the value quietly leaks away — because a schedule of activity is not the same thing as a compounding outcome.
The distinction between an enabler and a builder is not semantic. An enabler is paid to facilitate: to convene, advise and hand over a document. A builder is paid to deliver: jobs created, capital invested, companies attracted and retained. One is measured by effort, the other by results — and the two produce very different trajectories.
Opportunity-led versus strategy-led
Regions and companies that chase whatever opportunity appears next stay busy and stay flat. Growth that compounds comes from the opposite discipline: a clear strategy, a scored and prioritised pipeline, and the willingness to say no to the merely interesting in favour of the genuinely strategic.
We measure ourselves by the share of outcomes we deliver, not the size of the budget we spend.
What a builder actually does
A builder starts by mapping the ecosystem and setting an investable strategy, then generates real demand, represents the region and its companies to the buyers and investors who matter, and converts that interest into closed deals — cohort after cohort, until the ecosystem begins to sustain itself. Each cycle de-risks the next. The model is designed to compound.
The discipline of scoring
The mechanism underneath all of this is unglamorous: a scoring rubric that ranks every opportunity on impact, differentiation, revenue potential, risk and excitement, and a governance rhythm that holds the whole thing to its numbers. It is the difference between a portfolio that builds momentum and a calendar that merely fills up.
We are practitioners, not consultants. We would rather be judged on what a region becomes than on how many meetings it took to get there.
